S. 1267 DeFrancisco/A. 5196 Gottfried This bill recognizes the trend of hiring unlicensensed personnel to permit decreasing numbers of registered and licensed practical nurses in hospital staff. This Federation holds that such hiring practices threaten patient care. The instant bill seeks to require only trained nursing providers to perform certain duties involving patient health and safety that only such trained nursing personnel can provide. Further, this bill requires public disclosure of nurse to patient ratios by each hospital as an indicator of quality of care. (This bill has passed the Assembly and is currently in the Senate Health Committee.)
S. 1551 Hannon/A. 6119 Gottfriend This bill is a product of this Federation’s affiliates which together represent over 75,000 nurses and is a program bill of the New York State AFL-CIO. This bill directs the Commissioner of Health to develop standards for safe staffing for nursing personnel. The bill sets minimum staffing ratios for certain types of hospital units. This bill goes to the heart of the issue of quality care in our hospitals. As the largest consumer of commercially insured health care in the State, this Federation seeks a straight up response to our proposal designed to require adequate staffing by qualified nurses now. (This bill is currently in Senate Health Committee and Assembly Codes Committee.) Keep An Eye OnMonday, March 31, 2008 Labor Lobbyists Meeting, New York State AFL-CIO, 100 So. Ethically Speaking...Introducing a new monthly segment written by Chalmers Clark, PhD, focusing on ethical considerations in conversations about our work and positive values that organized labor strengthens in American society. In our last issue of Ethically Speaking... we took the doctrine of employment-at-will (EAW) and put it under the ethical lens of justice. We then brought the concept down to its roots in everyday notions such as 'fairness' and 'even handed treatment' or 'an even playing field'. (full story)
